Our History

The Norwich Safe Communities Coalition was organized following a tragic motor vehicle crash which took the lives of Samantha Deglin, 17, and Randy Deglin, 11, on January 9, 1997. The children were struck and killed in front of Norwich Free Academy by a driver who took his eyes off the road in order to drink from a bottle of beer.

With input from the National Transportation Safety Administration, dozens of Norwich citizens and organizations rallied together to form the Norwich Safe Communities Coalition in the Spring of 1997.

Our mission is clear: To promote a community culture of safety and well being by addressing safety issues through a partnership of individuals and organizations and through communication and coordination of resources.
